About South African Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is a Schedule 3A public entity in terms of the Public Finance Management Act (“PFMA”). It was established on the 1st of October 1998, following the enactment of the now repealed South African Civil Aviation Authority Act,1998 (Act No.40 of 1998). The Act provided for the establishment of a stand-alone authority charged with promoting, regulating and enforcing civil aviation safety and security. It reflected the Government’s priorities and was in line with international trends in the aviation world where more and more states implemented this option.

Administration 

  • Administrative support to the Legal Department
  • Preparing legal documents
  • Processing of LAC submissions
  • Participate in Ad Hoc tasks
  • Attend to matters as allocated by LAC Management

Participate in the:

  • Drafting and finalisation of international agreements and memoranda of understanding (MOU).
  • Drafting or vetting of commercial contracts and service level agreements.
  • Provision of legal opinion/advice on risks associated with commercial contracts.
  • Provision of legal support in the negotiation of commercial contracts and service level agreements.
  • Coordinating or assisting and monitoring attorneys in litigation process and potential litigation matters against the SACAA.
  • Attending to Administrative Appeals to the Director of Civil Aviation appeal matters and represent the SACAA in tribunal appeal Committee.

Vetting and legal compliance checks on submissions (e.g. IDERA, DAME’s, DFE’s, etc)

Requirements

MINIMUM QUALIFICATIONS:

  • Matric
  • LLB Degree

IDEAL:

  •  Admission as an Attorney or Advocate (the latter having successfully completed Pupillage at a SACAA recognised institution).

EXPERIENCE:

  • Legal background or regulatory experience
